NIMASA Sends Marine Notice On Implementation Of 2025 Merchant Shipping Regulations In Nigeria

Nigerian apex maritime regulatory agency, the Nigerian Maritime Administration and Safety Agency (NIMASA) has issued a Marine Notice, stipulating guidelines for the implementation of the Merchant Shipping Regulations 2025 on standards of training, certification and watch keeping for seafarers.

The Marine Notice, a copy of which was obtained by PLATFORM REPORTERS, provided guidance on Maritime Education, Training, Assessment and Examination, Certification, Revalidation, Endorsement and Medical Fitness Certification of Seafarers in Nigeria.

The Notice is addressed to all candidates undergoing maritime education and training in Nigeria towards the issuance of Certificates of Competency and Certificates of Proficiency (CoC and CoP); all maritime education and training institutions; all instructors, examiners and assessors of Competence; and officers responsible for issuing Notices of Eligibility, Assessment, Verification and Endorsement of of Seafarers CoC and CoP.

Others concerned by this notice include Ship owners, Ship operators, shipping companies, manning agents and employers of seafarers; parties to STCW Convention 1978 as amended, as well as seafarers, masters, officers, ratings, Seafarers unions or associations; recognized medical practitioners and other relevant bodies and concerned maritime stakeholders.

The objective of the circular is to provide guidance on the revised requirements relating to seafarers’ education, Training, Assessment and Examination, Certification, Revalidation, Endorsement and Medical Fitness Certification of Seafarers in accordance with the Merchant Shipping Regulations 2025 and in line with the International Convention on Standards of Training Certification and Watchkeeping for Seafarers 1978 as amended.
